Chile's human rights organizations arose in response to the systematic violation of these rights as a result of the repressive policies that prevailed in the country as of September 1973. Created in the absence of a constitutional state and under severe persecution, the organizations played an important role in human rights defense. By 1988, 52 institutions - and 6,500 individuals - comprised Chile's human rights movement. Yet, with the inauguration in 1990 of the first civilian government in 17 years, some groups were unable to adapt themselves to the new developments while others, such as the Vicaria of Solidarity and the Sebastian Acevedo Movement Against Torture, felt their mission was complete and concluded their work in defense of human rights.
Between January 1984 and June 1985, aggression against persons involved in human rights defense work resulted in the two murders, 163 people abducted or arrested, 16 banished to internal exile, and nine raids of offices.

Association of Relatives of the Disappeared (AFDD)

Formed in 1975, the AFDD's efforts center on the demand that the truth be told about the fate and whereabouts of the disappeared and that those found responsible for forced disappearances be tried and sentenced for their deeds. The AFDD also works to foster the recovery of historic memory in Chile as well as the individual testimonies describing the events leading up to the disappearances of their loved ones. The AFDD publishes the monthly newsletter Informativo and has chronicled its story in the book, 20 años: Un camino de imagenes, published in 1997.
Association of Relatives of Politically Executed Persons (AFEP)

The relatives of victims of political executions initially worked in conjunction with the AFDD until the specific nature of their work motivated them to create their own association in November 1978. They have developed a list of all the individuals who were executed for political reasons and their main functions are denunciations, mobilization and training.

AI Chile works both in the international and national sphere, promoting solidarity with victims of human rights violations. Within Chile, it seeks that the government sign and implement international human rights treaties and promotes legislation that advances the country's legal and constitutional framework in relation to human rights. It also works to foster human rights education.

Center for Mental Health and Human Rights (CINTRAS)

CINTRAS was created in 1986 as a mental health assistance program for persons suffering psychological damage as a consequence of torture and other forms of political repression. CINTRAS also conducts research in the field of human rights psychology.
Chilean Human Rights Commission

A group of lawyers concerned about human rights violations founded the Commission in 1978. The Commission issued monthly reports documenting the human rights situation in Chile and created over 100 neighborhood human rights defense committees. Currently (mid-1998), its major concern is human rights education and the development of a culture of human rights. In 1997, with support from the European Union, it began a human rights training program for prison guards.

CODEPU was founded in late 1980 for human rights defense, advocacy, and research. Its major activities are training, legal assistance to persons whose rights are violated, psycho-therapeutic treatment for victims of human rights violations and their families. It also publishes a bi-monthly news bulletin, Derechos Humanos Hoy.
Christian Churches Social Assistance Foundation (FASIC)

Protestant churches and the Evangelical Lutheran Church, in particular, created FASIC in 1975 to support political prisoners. Later FASIC extended the scope of its services to include legal assistance and medical-psychiatric treatment for other victims of repression. At present, FASIC's work includes legal defense, support to persons whose rights are violated, training, and documentation.
Documentaction and Archive Foundation of the Vicaria of Solidarity

The Archdiocese of Santiago created the Foundation to protect the legal files pertaining to the 45,000 cases of human rights violations documented by the Vicaria of Solidarity - which closed in 1992 - as well as those documented by its predecessor, the Comite de Cooperacion para la Paz. The Foundation’s microfilm center, computer archives and documentation center, with a bibliographic collection of 1,000 titles related to human rights, 4,000 documents printed by the Vicaria and press files dating from 1973, constitute a unique, national human rights archive.

The Laura Rodriguez Foundation is a non-profit organization created in September 1992 that seeks an end to all forms of discrimination. It conducts programs and research related to issues of women, indigenous peoples, sexual minorities, youth, and the elderly, among others. Its programs strengthen community organizations and it also coordinates the Network of Social Organizations on HIV/AIDS. It publishes the journal Pares y Nones.

ODEP was founded in 1993 as an organization that defends and promotes human rights, particularly in the post 1990-period. Its publications include the
former news bulletin El Werken, and Revista Girasoles. In 1993 it supported the creation of the Pedro Ortiz Cultural Center and in 1997 participated in the creacion of the Organization for the Freedom of Political Prisoners. It also collaborates with a Web page on Chilean political prisoners.

A group of lay Christians founded SERPAJ - Chile in November 1977 as an ecumenical and humanistic center for the promotion of non-violence. During the years of the military regime, it conducted non-violent action workshops and was a strong supporter of the Sebastian Acevedo Movement against Torture. Presently SERPAJ has 13 regional offices whose work includes workshops on militarism and democracy as well as the promotion of conscientious objection to military service.
