This center was located in what was formally the office of El Clarín newspaper. The military police school of intelligence was installed here, some of whose instructors were members not only of DICAR but also of the Joint Command. An adjacent building housed the Joint Command. Prisoners were kept in this second building in secret, primarily members of the Communist Party. Among these were: Carlos Contreras Maluje, Juan René Orellana, Luis Emilio Maturana, Juan Antonio Gianelli, who this Commission believes were removed from this center, assassinated and buried in clandestine graves in Cuesta Barriga, and José Weibel Navarrete, who was later assassinated near Cajón del Maipo.

Other Buildings Used By SIFA or the Joint Command:

For a short time certain prisoners were moved to a building in Barrio Bellavista, in Santiago, where several unmarried members of the Joint Command lived, and also to the Las Tranqueras police station. The prisoners were temporarily moved during a visit from a United Nations human rights delegation so that the aforementioned torture centers would not be located.
