Through testimonies from DINA agents, the Rettig Commission has established the existence of this detention and torture house, Cuartel Bilbao, located at the east end of Bilbao. There was a sign on the front of the house which read "Implacate," (no mercy). Very few knew about this clandestine center, but prisoners are known to have been taken there. The security measures there are known to have been stricter than those at the other detention centers.
