CHRONOLOGY - 1989


APRIL, 1989
The International Pact on Civil and Political Rights is incorporated in law. Ratified by Chile in 1972, the International Pact is incorporated in Chilean jurisprudence, a result of campaigns by human rights groups.

JUNE 1989
A former CNI agent is killed by FPMR. The victim, Roberto Fuentes Morrison, is accused of participating in disappearances and other human rights violations in the 1970s.

SEPTEMBER 4, 1989
MIR leader Jecar Neghme Cristi is gunned down on a public street in Santiago. According to witnesses, men in civilian dress attack Neghme as he leaves party headquarters on Bulnes Street. Neghme dies instantly from the impact of the 14 bullets shot from automatic and high-caliber weapons. Two weeks before his death, Neghme had reported that he was under surveillance. Telephone calls to the press announced that the "Comando 11 de Septiembre" claimed responsibility for the murder.

DECEMBER, 1989
Christian Democrat Patricio Aylwin is elected president in the first free elections in 16 years of military rule. The Concertacion of Parties of Democracy, led by Aylwin, wins 72 of the 120 seats in the Chamber of Deputies. In the Senate it falls short of an absolute majority, despite capturing 22 of the 38 seats, due to a constitutional clause that allows Pinochet and other members of his government to appoint nine non-elected senators.
